What a difference a year makes. Twelve months on from our last LatAm focus, the region’s most prized market of Brazil is well down the road to regulating sports betting after departing President Michel Temer initiated a two-year framing process in signing 13756/2018 into law last December.

How open the licence process is to international operators – the legislation merely states the resulting framework should give rise to a “competitive environment” – remains unknown. But the optimism of stakeholders we spoke to for our new Brazil e-zine seems well founded in light of the imminent tender of Caixa’s instant lottery concession and its mooted IPO. Local gambling law expert Luiz Felipe Maia describes developments as “very meaningful” because they signal an end to the long-term government gambling monopoly.
